European Union LIEP Programme

The LIEP Programme (Liaoning Integrated Environmental Programme), was launched in 1999 to last for 5 years and incorporate a total of 8 strategic lines. LIEP is considered the EU technical cooperation programme on the grandest and most complex scale ever undertaken at the present time. Through this, European and Chinese experts worked together in the development of territorial and urban strategies geared towards the implementation of programmes of environmental improvement and the fostering of sustainable development.

 

The SSUPP Project (Shenyang Sustainable Urban Planning Project), forms part of the LIEP Project, and was implemented to provide technical assistance to the Shenyang Municipal Government (SMG) so that through the application of urban management policies and good practices, principles of sustainable development could be integrated.

 

The consultancy had as its aim the formulation of strategic projects that sought out the attraction of foreign investment to Shenyang and specifically the district of Tiexi.
